The reviewers who scored you in that range found the science credible. What you need is for more of the full panel to be genuinely excited by it.

When to Pivot to Alternative Mechanisms or Alternative ICs

Not every project belongs in a standard R01 submitted to the same institute twice. If you've submitted the same concept twice and landed in the 15th-to-25th percentile range both times at the same IC, it's worth asking whether a different mechanism or a different institutional home would serve it better.
