NIH Facilities and Resources Section: Writing the Environment Statement Reviewers Score Under Factor 3

The Facilities and Resources section is a required component of every NIH research grant application. Most applicants write it in an afternoon near the deadline, carry forward boilerplate from a previous submission, and move on. Under the Simplified Review Framework, that habit has a real cost.

Why the Section Stays Underwritten

The Facilities and Resources section has no figures. It has no numbered aims. It's one page, and most of the applicants I've watched write it spend about half a day on it — often pulling a version from a previous application and updating a few lines. That workflow mostly worked under the old five-criterion scoring system, where Environment was evaluated loosely as part of the Approach score and rarely emerged as a named concern in the summary statement.

Under the Simplified Review Framework that NIH implemented in 2025, that's no longer true. "Environment" is now explicitly paired with "Investigator" as a single scored factor — Factor 3. Reviewers are asked to evaluate your setting and your team's qualifications together, as a combined assessment of whether the project has the right people in the right place to succeed. A generic Facilities section no longer drifts past unnoticed. It can drag down a Factor 3 score even when the Investigator piece is strong.

This guide is about what the section needs to say, and why the version carried forward from a prior submission probably needs a real rewrite before your next cycle.

What Factor 3 Actually Scores

Under the Simplified Review Framework, reviewers score three factors, each producing a numeric score, plus a set of sufficiency considerations that are checked but not scored:

  • Factor 1: Significance and Innovation
  • Factor 2: Rigor and Approach
  • Factor 3: Investigator and Environment

The third factor is specifically about whether the team and the setting together make the proposed work feasible. The NIH reviewer instructions ask whether the scientific environment in which the work will be done contributes to the probability of success. That framing is important: reviewers aren't grading you on how impressive your institution is in general. They're asking whether your specific setting — your equipment, your cores, your collaborators, your institutional backing — makes the specific aims you've proposed more likely to succeed.

One consequence of this framing: if your proposed work depends on a specialized resource you have access to — a biobank, a patient cohort, a unique instrument, a clinical partnership — documenting that in the Facilities section is one of the highest-value things you can do for your Factor 3 score. Reviewers notice when that argument is there. They also notice, sometimes more pointedly, when it's missing on a project where access to something specific should have been addressed.

The Four Elements That Belong in Every Submission

The Facilities and Resources section doesn't have required subheaders in the way that the Research Strategy does, but four elements appear in every strong submission I've reviewed. Writing them in roughly this order tends to produce the clearest result.

1. Physical Space and Infrastructure

Describe the lab space you actually work in — not a tour of your institution's campus. Square footage matters when it demonstrates that the wet lab work you've proposed has room to happen. Proximity to collaborators matters when the project requires frequent interaction. A shared resource like an animal facility, a flow cytometry core, or a cryo-EM suite matters when you plan to use it. Describe what you'll use and why your access to it matters for the proposed aims. Don't list everything your institution owns.

2. Specialized Equipment

If the proposed work depends on instruments your lab controls directly, name them. Instrument- level specificity — "a 10x Genomics Chromium controller purchased in 2024 and used in three published studies from this lab" — is more useful than "we have access to next-generation sequencing." If you're relying on shared core equipment with competitive scheduling, address that directly: note that you have priority access, or explain why your timeline can absorb the uncertainty. Reviewers who know the technology will flag a bottleneck that you haven't acknowledged.

3. Collaborative and Intellectual Environment

NIH expects this section to describe the intellectual environment, not just the physical one. Who are the relevant colleagues — within your department or across the institution — whose expertise bears on the proposed work? A sentence or two per key collaboration, with a name and affiliation rather than "colleagues in adjacent fields," reads as concrete. These should not be the same people as your consultants or subcontract partners (those go elsewhere in the application). These are the informal resources of being in your setting.

4. Institutional Support

Protected time, startup support, pilot grant access, biostatistics resources, bioinformatics infrastructure — these are worth naming when they exist and when they're relevant to the proposed work. For Early Stage Investigators applying for a first R01, this piece carries particular weight. Reviewers evaluating an ESI application are partly asking whether the institution has set this person up to do the proposed work. A clear statement of protected effort, startup funding, and available core resources gives reviewers the information they need to score this confidently rather than leaving it as an open question.

Writing Your Environment Without Sounding Generic

The most consistent failure I see in this section is institution-name-dropping without specificity. A sentence like "[University] is a leading research institution with state-of-the-art facilities and a vibrant collaborative environment" tells reviewers nothing. They already know your institution. They assigned your application.

What reviewers want to know is why this project is particularly well-matched to your setting. That argument is almost always specific. Your institution might have one of three biobanked patient cohorts in the country that matches your inclusion criteria. Your department might have built concentrated expertise in the exact methodology your Aim 2 requires. A clinical partner in the same building might give you patient access that most applicants would have to travel across town — or across the country — to replicate.

A useful test: take your Facilities section draft and ask whether it could be copied into any application from your institution with only minor edits. If yes, it's too generic. The section should describe your lab and your project's needs in this setting, not your institution's general capabilities.

This matters especially for applicants at smaller or less well-known research institutions. Reviewers sometimes carry implicit assumptions about infrastructure that favor large research universities. If you're at a smaller institution with concentrated expertise in your exact research area — or with a patient population, community partnership, or specialized facility that larger institutions don't have — the Facilities section is where you make that case explicitly. Don't assume reviewers will infer it from the application. Write it.

Collaborative and Multi-Site Environments

For multi-PI applications and projects involving multiple institutions, the Facilities section needs to address each site with enough specificity that reviewers can assess feasibility at each location. A section that describes the Contact PI's institution in three paragraphs and gives the other sites two sentences will draw reviewer questions — and usually a comment in the summary statement.

For subcontracts, each contributing institution typically provides their own Facilities and Resources material as part of their subcontract package. The exact placement varies by mechanism and NOFO — check your specific funding opportunity before submission. A common mistake is describing a subcontract partner's resources only in the main application body and leaving their own attached materials vague or missing. Reviewers review both places.

For applications involving community-based organizations, patient advocacy groups, or clinical sites that are not academic institutions, describe the collaborative relationship in terms of what the partner actually provides: access to participants, data infrastructure, a physical location for data collection, or something else specific. A letter of support from the partner confirming the arrangement is typically required elsewhere in the application, but the Facilities section is where you make the scientific case for why that partner is the right fit for this project, not just a convenient one.

Common Mistakes That Draw Reviewer Concern

Equipment lists without connection to the aims

A full lab inventory — "Zeiss confocal, FACS Aria, -80 freezers, tissue culture facility" — doesn't help reviewers. Each item worth mentioning should be tied to a specific aim or method in the Research Strategy. If a reviewer can't see why you listed something, they can't give you credit for having it.

Unrealistic resource assumptions

If a method in Aim 2 requires a shared core instrument with a known scheduling backlog at your institution, and your Facilities section says "we have access to a cryo-EM facility," a reviewer familiar with that core will flag it. Either confirm you have reserved time or priority access, or acknowledge the scheduling constraint and show how your timeline accounts for it. Leaving it unaddressed looks like you didn't think through logistics.

No institutional support statement for junior investigators

ESIs and new faculty submitting a first R01 should explicitly describe what institutional backing they have: protected effort percentage, startup funds, access to pilot programs. Reviewers evaluating an early-career applicant under Factor 3 want evidence that the institution has committed to helping this person succeed, not just hired them. Leaving this out forces reviewers to guess, and they tend to be conservative when they're guessing.

Carrying forward text from a previous institution

Applicants who have moved since their last submission and copied the Facilities section forward unedited are easier for reviewers to spot than you might think. If a reviewer happens to know the institution named in your section is not where you currently work, it raises questions about how carefully the application was assembled overall. Update the section entirely when you move.

Not mentioning animal facilities for animal research

If the proposed work uses animals, note that you have an approved IACUC protocol or are in the process of obtaining one, and describe the animal facility briefly. A reviewer reading an application with a mouse model in every aim who finds no mention of animal facilities will mark it as an administrative oversight. It's a concern that's easy to avoid.

Frequently Asked Questions

How long should the Facilities and Resources section be?

One page is the formal limit for most mechanisms. In practice, three-quarters of a page is often enough for a single-site lab with straightforward resource needs. A full page is appropriate for collaborative or multi-site projects, or for applications where specialized access is a central part of the project's feasibility argument. Don't pad it. A concise, specific section scores better than a long generic one.

Should I describe my institution's overall research infrastructure?

Only if something specific about it is unusually relevant to the proposed work. A paragraph about your university's research expenditure ranking or its general reputation tells reviewers nothing actionable. A specific sentence about an institutional biostatistics core that will provide analysis support for Aim 3 — with a named contact and a letter of support attached — tells reviewers something they can actually weigh.

Does a strong institutional affiliation substitute for a strong Facilities section?

No, and this may matter more than you'd expect. A reviewer who knows your department already has mental expectations. A generic Facilities section that doesn't match what they know about your setting can actually hurt rather than help — it suggests the application wasn't tailored carefully. The section needs to do work even when your institution's name carries weight.

For a renewal application, do I update the Facilities section?

Almost always yes. Equipment changes, collaborators change, lab space changes, and the progress of the prior award may have generated new resources. A Type 2 competitive renewal with a Facilities section copied unchanged from the Type 1 reads as an application that wasn't updated for the new project period. If the setting truly hasn't changed, at minimum confirm that explicitly and note any relevant additions — don't leave reviewers wondering.

Strengthen the Rest of Your Application

A strong Facilities section works best when the rest of the application supports it. These tools help you understand your funding landscape, find the right institute, and see what similar projects have proposed.
